It is a significant new PR not lame. I can see people always wanting to measure major announcements in terms of short term $$ numbers, but this is more strategic.

in respect to Ballard - that is one announcement I am waiting on - will the $40m cash raise be enough to buy them?

makes sense to join forces and PLUG is the better off.
