Because it is useless and doesn't do anything. All it is is delay tactics by Greg. He can use excuse of form being in California and pointless review to delay and make up an excuse why it can't be filed again if he so desires

And the filing will not be viewed positive so no one is working overtime as the filing when viewed will show the Rotmans continued poor financial condition.
