Except for Chinese mining companies, Mercury extraction is use mostly by very small, usually unlicensed independent miners. It is not only toxic but expensive as well. Assay labs also use it but with equipment that prevents contamination of the environment.

The Brazilian government is not stupid. Permitted and properly equipped mines are a good source of revenue for them. They are unlikely to ban a vital industry for what a few bad actors do. Even if they were motivated in an action that would only put the good guys out of business, they know contamination would continue as they wouldn't be able police the illegal operations. E.g., as well resourced as we are, here in the USA we've been unable to stop illegal drug farming and production

In America you actually see these anti economic forms of government stupidity when left wing radicals are in charge, e.g. oil, coal, forestry, clean fuels like biodiesel, domestic rare earth production, etc. But other (hungrier) countries are typically smarter than us.
