Perhaps this should be understood in the light of the information that Mark provided the reporter at the annual meeting about "Financing being settled and was only waiting for the Lawyer sign offs." (My Paraphrase!)

Sufficient time has passed to allow dissemination of his statement allowing Mark to make this purchase. We should also take this to mean no immediate action on Financing in the next couple of weeks.

(I think the consensus was that it was not expected until January in any case.)

As the transaction becomes more concrete, it is more likely that the market will react. This prohibition on trading will often come into effect before the point in time when it must be disclosed publicly. In all situations, it is a judgment call as to when employee trading should be restricted."
