I would call that being a CEO of a public company and not an offer to sell securities, again, very big difference. If he was making a public offering to sell securities, then it would be in violation.

CEO does not mean broker dealer of securities, it's why they are NOT REQUIRED TO HAVE SEC LICENSES lol duh

broker dealer - makes public offerings to the marketplace with terms and conditions that must be agreed to, requires SEC license in most instances.
