i do not think it is retail screwing around because the MM is not obligated to make any trades, for anyone, ever- and it is perfectly legal. In addition, retail is not able to place buy/sell orders for numbers with more than 4 digits. I guess a broker dealer could, but again it would be up to the MM if they wanted to put it through or not. basically the MM controls all. always.
