Yes, but KBLB stated that the Army contract was for shootpacks and that was what they were going to deliver. Unfortunately, they only delivered a handful of material swatches.

"Under the fully funded base effort, valued at $99,962, the Company will deliver ballistic shoot packs constructed from its proprietary Dragon Silk™ material for performance testing. These shoot packs will be tested and evaluated for critical Soldier protective applications including ballistic impact. If awarded, the option phase will significantly expand this work allowing Kraig to work direct with the Army to develop the next generation of super fibers for protective applications.

You will notice that the KBLB's PR states "the Company will deliver ballistic shoot packs".

It doesn't say that they will deliver a roll of thread.

I'm not how sure how much clearer it can be stated.

"The Company is producing Dragon Silk at its Indiana factory and expects to make final delivery of the shoot packs for ballistic testing later this year."

Once again, KBLB's own PR states that they will deliver "shoot packs".
