is Dilu already over, or is it possible that they may be watering down over the next few weeks and months to reduce their debt and then perhaps restart in 2020 - is that possible?

At some point last week I had read a contribution that would be possible in January and perhaps from the end of December, and then it should be over and thus you can reduce your debts or maybe make new investments, but a small dilution of a few Millions of shares are still pending, but I can not find the post anymore, but my question is, "..... could that be possible?"
