The SEC isn't shutting PharmaCyte down and has likely already thrown your complaint in the trash. PharmaCyte is a fully reporting company and the SEC knows the salaries as they are in the filings, the SEC knows the Authorized raise as it's in the filings, etc. The company has a law firm that most likely checks and double checks everything to make sure anything they are doing is aboveboard. File your complaint and get back to us on what the SEC says. My guess is you'll never hear a word because they already threw it away because you don't know what is and isn't a violation. So the only thing coming soon is the end of the 2nd run, the release testing, and then the IND. Patience and wait my friend.
