Does anyone here know how to BLOCK the annoying flashing gif running beside all the posts on the right side?

It is hard on the eyes and very distracting... and I even tried clicking on the link to get it to stop, and the contest is only open to US residents! This is the same annoying "Congratulations you are the 1,000,000 visitor to our website, etc." ad that runs all over the web!

Isn't there a way of blocking certain websites on Windows ME or IE 6?
