So it looks like the black market share is growing. As the big boys get slaughtered and go under there will be huge pressure on the government to do a better job of stopping illegal sales. They don't get much income tax off an industry that makes 0 profit. They started this industry and encouraged billions of dollars in investments. Yet do nothing to support them.
