Can any one explain why any Gov agencies be concerned about how private FnF capitalize before or after release?

In fact it is the wall street bureaucrats that are the big obstacles to recapitalizing the FnF. It is very clear that these bureaucrats are running private Conservatorship as top secret operation to avoid public scrutiny and accountability.

Once FnF are released from lawless conservatorship, the capitalization should be done in the best interest of all stakeholders and all these Gov bureaucrats should be banned from interfering in capitalization process.
