growing and selling CBD oil with no regulations

I know a pharmacy here where I live that sells a CBD oil very cheaply. The distributor buys a decent grade of CBD oil that's already been mixed with olive oil. He extends it by adding 90% more olive oli to the bottle, puts on a very classy looking label and can sell it cheaper than CVSI or CW and make a danged good profit. No growing, no processing. Just purchase, thin it down and re-bottle it.
