The only reason I can see holding on to the sweep provision is to preserve the option for receivership. My guess is that they are going to watch the housing market conditions while they allow the $45 billion to go to the GSE's, and if by that time things look good, they will end the NWS for good and proceed into end of c-ship. If not, well.....

The courts may say differently in the meantime. But apparently their plan is to fight them until then.
