LOL, You do not understand the meaning of "fiduciary duty".

Basically all Gov civil servants are required to comply with APA. Clearly APA has been violated (ref: 5th cricuit).

Clearly past and present FHFA directors have said that laws have been trumped. No shareholder is asking any Gov servants to harm taxpayer's interest. Share holders are fighting hard to protect their constitutional rights and there is no conflict interest with taxpayers.
