Simultaneous Uplist/RS

I found an interesting post on iHub regarding this very topic. It seems like there is precedent for the Uplist/RS to happen simultaneously. See below:

The NASDAQ app was the last step to a process of discussions that have been taking place. They met with NASDAQ many months ago...then recently. The only hurdle to uplisting is $4. NEVER have I seen a company turn in an app and get turned down. Why? Because you have had the discussions/ answered the questions and know what the deal is before submission."
