No, it doesn't make them a "SCAM" if they have a dummy website up as an example of what they are wanting to do or possibly in the process of creating. Copyright laws are a lot different in that part of the world.

If a shareholder cannot tell the difference between a dummy website and a fully functional website when doing there own DD. I am not really sure what to say to that without being rude!
