I think they’re past the funding problems and they know how they are going to do it.

The reason that person is trying to buy lots of shares below .15cents now is because buying at market drives the price up too much. Also, they don’t have time to buy lots of shares by bid sitting.

I could sell 700,000 shares but my bottom price is 50 cents right now. If news breaks anytime soon then my price goes to $1.
