blauboad, this question is beiond my knowledge. I don't think Intel is making anyone to sign EULA, but I have the impression that none of Intel cpu bus licensees can legally deny any other Intel bus licensee the right to make something technically equivalent to what they do, unless Intel will come for help any produce some legal paperwork to do the trick.

In any rate, the reasonable business relationship like Intel=supplier, OEM=OEM becomes more like Intel=platform owner, OEM=platform maker and distributor.
