But here's the reality-
A reverse split will not remove traders from the stock. All stocks (both Big Boards and OTC) have a combination of both traders and investors. The CEO will never escape this.
All investors decide to invest in a stock based on how a company treats their existing shareholders. If a CEO disrespects or screws over his existing shareholders, then he's very unlikely to attract any new ones. Thus, a reverse split would only further destroy the CEO's chances of obtaining any future funding or good share value.
If a CEO wants to be successful in obtaining funding and have a good share price for his stock, then he needs to just focus on running a good company and treat the shareholders he already has well. This will attract more investors, and the stock will then move up organically. If investors feel that they can trust a CEO, then they'll be much more willing to invest and offer him funding.
I hope the CEO comes to realize these things, and brings resolve, and gets the ball rolling in the right direction soon. He's running out of time to get the Reg A funded with each day that passes. If he doesn't understand how investors think and what makes investors comfortable, and if he doesn't make the needed changes, then he will not get the Reg A funded and he will not succeed. Plain and simple.
