My best explanation for civilians;
the market maker is as strong as a pillow. The move from 90 to 55 indicates that there was an order at 54 cents from a non market maker and the market maker wanted the 1000 shares forcing the market maker to pay 55.

If there was no order until 20 cents it would go to 21 cents.

There is a possibility that the market maker is at his broker firms max position and the first order was 55 cents.

OTC market makers are worth the price of hot air in Washington DC.

Disgusting is the best description that comes to mind if you compare ORC market makers behavior. It's the Wild West out there. Never use a market order.
