actually, wrong yet again

Restricted common shares outstanding are part of the total common shares outstanding

so fluctuations in the number of restricted shares has ZERO effect on the Outstanding Common Shares Outstanding





It's all due to fluctuations in restricted shares... in this case they decreased restricted.
