The NEWS you quoted is all part

of the company's promotion. They have paid promoters working and encouraging folks to buy shares. And, the company will sell some of the 990M shares as fast as the buyers come in. That is what a promotion does: raises the price with expectations of great things to come so that the company can sell shares.
