I apologize for my statement, "...The .023 "Buy" was held until the last minute to pull the price up to the Ask...". It was the last trade, and was ~30 minutes before closing bell. We all have many reasons why and how we Bid/Ask a specific price point. Admittedly, I was factually incorrect.
