It's being diluted. Won't move till the dilution is done. Management pulled a fast one on their investors. They got their RS approval and implemented immediately without consideration for an extension then began directly diluting the stock. The downward pressure won't let up till they pause the dilution and allow it to run a bit while a new group of bag holders get suckered into buying at these levels.
