Well now you're changing your tune a little.

Adding shares to the float is possible with the O/S and A/S decreasing, agreed. As shares come off of restriction they will be put in the float. But that isn't what you said, you said SOLI is converting notes and the O/S should increase, but it isn't because they don't have to report that (Not true).

As far as we can see, CEO of SOLI owns most of the restricted shares, so he must follow these rules since they are an SEC company...

Third, if a selling party is an affiliate of a company, he cannot resell more than 1% of the total outstanding shares during any three-month period

Finally, the SEC requires an affiliated seller to file a proposed sale notice, if the sale value exceeds $50,000 during any three-month period, or if there are more than 5,000 shares proposed for sale.
