When Gov is the defendant (that too in cases like FnF), then the wheels of justice freeze until Judges find some twisted logic to rule in favor of Gov.

Almost all of these rulings are based on laws and these judges have taken from 6 months to 2 years to interpret the laws and rule. Either the laws are atrocious or judiciary or may be both.
