Philadelphia Cashless & Paperless Ban??

Suggestion: Stores that ban smart-card payments in lieu-of CASH, could provide digital cards, that a customer could purchase with CASH. Store clerk keeps cash, customer uses prepaid card for payment.... Win-Win for stores enable to accept CASH, Card & iPhone Payments.

Digital transactions "streamline" billing, payment & tax collection. True, fair & just tax collection & distribution keeps America strong. And you can take that to the bank!

I don't think Philadelphia wants to reject real-time-payment methods by adopting drum and smoke signal payment.
