Let's get some speculation on how severe the R/S will be.

We're starting with 8,000,000,000 shares outstanding. a 1:10000 RS would leave us with 800,000 OS. That's ridiculous. Similarly at 1:1000 would only leave 8,000,000 OS, which still isn't reasonable. I don't think 80 million or 800 million are quite enough either. So just pulling a guess out of my ass I'd want to guess a reasonable R/S ratio would be 1:4 or 1:5 with time to buy immediately after. That would put OS at 1.6 billion - 2 billion.

Does that seem reasonable/likely?
