Very well could be an issue of whomever controlled the old twitter account could no longer be verified as the owner, hence they needed to register a new one. With the domain registar being updated on the 20th this could very well be a relaunch.

Until the NVSOS gets sorted and OTC status updated they cant officially release PR's, so only way is twitter,website, or e-mail.
