I think we all should stop with the uplisting theories. It was taken down to otc intentionally and will be done when the companies decide to uplist. It's not a magic formulae to automatically move up after 30 days of 4.00. Even then the companies can decide to stay there voluntarily...

It was taken down out of nyse/nasdaq by the decision of the companies and fhfa.. and not because of the rules.
