There seem to be no valid reasons for continuing conservatorship irrespective of FnF have minimum capital or not. The purpose of conservatorship is to rehabilitate and release.

Since 2008, FHFA conservatorship has done exactly opposite. FHFA imposed conservatorship on well capitalized and well run companies to bailout economy and also plundered FnF.

Since 2012 FnF have become profitable companies for foreseeable future. So there has been no reasons for conservatorship to continue since 2012. As of now what is preventing FHFA to end conservatorship?

FnF can continue to build capital even out side conservatorship.

Are there any valid reasons for continuing conservatorship?

No.

However, FHFA would still be the GSEs regulator. So, clearing away any business conditions that would arouse the need for the FHFA Director to enforce sanctions or restrictions on the GSEs is necessary for smooth private business operations. And reconfiguring or eliminating the government charters so that private company status is ensured will also be necessary.
