Hearing from an OTC company does not mean it is legit, how many companies issue numerous PR's a month that are scams and merely do so to sell shares and pump the price?

I would argue that this would be less of a scam with their quietness as what would be the scam? They are not creating volume or positive price action to sell shares so what would be the point?
