I don't know why she said that, because it's not how it works. Why would the SEC solicit comments and then not read them? They DO read comments submitted. They evaluate them pretty carefully.

Have you read the rule?? They ask a LOT of questions they'd like commenters to respond to. Why would they do that if they intend to adopt the rule the moment the comment period ends?? Makes no sense.
