Look up raw satellite imagery. You can see the construction progress for yourself.

https://eos.com/landviewer/:Lower quality but you can see imagery from within past 2 days usually.
https://earthexplorer.usgs.gov/:Currently down, but it is better quality and usually more recent than Google's imagery.

Especially obvious with the lower res imagery is to use the slider option for a before and after view. Pick an image from August and then pick an image from last week and you'll see there's no discernible difference between the two images. Certainly no structures.

They only had a ground breaking ceremony in late August, which didn't have any activity because they couldn't pay contractors and an article released 10 days ago suggesting that they are just starting actual construction. So what would make you think that it'll list as 50% completed?
