From the get-go its been clear Mnuchin is Trumps 'agent' to wallstreet. His job is to molify and reassure his wallstreet cronies. To persuade them into believing they are in 'control' of this process. It's the reason FnF remain on OTC. And why the shorts still manipulate day-to-day pricing. It doesn't matter what they THINK they see. Cuz their 'cat' is already dead. Mnuchin is there to make them think their cat (i.e. the plan to strip-mine more windfall off the muppets) is still ALIVE in that box. They are ALL being set-up by the master of illusion. And Mnuchins job is to herd them into the box. And turn on the gas. Slowly.
