In the House you can get away with voting against party lines, especially when your party does not have the majority. And their is 4x more reps than senators, so it's easier to hide your misdeeds.
In the Senate just about everyone votes the party line, making MJ legal across the board goes against the party. Once the new banking rules go in place, it would just be a matter of time until full legalization. Also Repubs would be handing the Dems a victory prior to an election year, they do not want that!
The only way this could possible go down is if Mitch gets his way on some other policies that are important to him!
I hope I'm wrong on this would love to see this banking bill pass.
