Just to clarify, the OTC is just a privately owned trading platform. They, themselves, have no regulatory authority. Finra has a say in companies that aren't SEC reporting (such as deleting an inactive ticker) and the SEC in ones that do (suspending a ticker and sending them to the greys).

You can lead a horse to water. But you can't make him get down on one knee and do an Al Jolson impression!
