To clean up corruption, I think there should be a simple legal system, if one steals (unless they are starving and it's food or something absolutely necessary survival or an emergency for one's family/extreme circumstances or the really mentally ill) but otherwise any other person over 18, if you steal, first offence; cut off a finger of the non-prominent hand, steal a second time, cut off the non-prominent hand, steal a third time cut off the other hand, steal a fourth time your out... LOL

that would clean up most corruption in societies pretty quick.... and get rid of a lot of these scumbags..... LOL
