So this does not mean "Preclear" customs, I suppose there maybe certain exceptions but to my knowledge every shipment/shipper into America has to go through Customs for approval/clearance. Which involves(for me anyway and some 15 years ago) about 8 pages of documents, 4 copies of one specifically where one stays in Customs control, one is returned to the Shipper, one retained by the carrier.. and I forget the forth.. anyway all 4 have bar code labels the same that come from the shipper, in this case I think Stil is setting up as the said shipper- they have to keep 'origination' paperwork.
And never ever ever talk back to customs agent or the attending border enforcement official- DHS or Border patrol... they are so edgy!
