Hell no.

The investors who put up the $150M did so in September of 2018.

I suspect that the folks who put up that money know that IPIX bought Brilacidin upon the bankruptcy of Polymedix. Polymedix had previously put together a presentation that said:
Phase 2 Planned Protocol
"Swish and spit" 3x/daily for 7 weeks - 15ml oral mouthwash
That was done in March of 2013.
