I've long been a believer that some long PTOI holder....or a PTOI insider....has a prop trading account.

With that account they can set fake bid/ask prices through whatever market maker they want.....they can use multiple market makers for iceberg sells, trigger trades, etc.

It's a very valid reason why an illiquid stock for a company that is basically defunct and ridiculously in debt wouldn't go subpenny and stay there.

Without many active market makers and devoid of barely any real volume, one trader with a prop account can be behind almost all of the L2 daily activity......and none of it has actually got to be real except keeping it from falling subpenny.

All that being said an L2 showing a 2 million share bid or ask , when the market is closed, is meaningless since it actually is never entered into the market.
