Previous FCC spectrum was awarded in winner-take-all auctions that created mega monopolies.

With the 800 MHz block, the FCC wanted to get small business involved, and made special rules so that a single company could not gain the spectrum, allowing small business to participate.

The FCC knows single channel, single market licenses have little value, so its inferred a lease would be created.
