I agree with buying the rumor; however, the rumor was before NT-10Q. Hence why this took off to 0.04 pps.

Now PCTL is in down spiral as the "rumor" has been delayed, hence why this has dropped to 0.01 and will keep dropping. The play is different now, and quite honestly risk heavy for being a holder as you don't know when filings or news will get dropped. It could be next month and by then the "stop sign" will have been slapped on the company and more panicked sellers will be looking to get out. Being SEC delinquent and knowing SEC is halting stocks left and right for none filers makes this extra risky. This stock could easily be targeted by the SEC to get delisted and onto the grey markets.
