That is exactly what I have been thinking. Who in the world announces they are starting a huge buying spree??? Only if you want to pay MUCH more than you need to for your shares. They want to get the stock cheap just like everyone else; and us shareholders want them to get it cheap also - money on the books for a better bottom line when the share price appreciates. That leads to stonger fundamentals and another reason for our investment to appreciate.
They are likely providing support for the share price right now, letting those scoundrel MMs know that they are not getting the shares any cheaper than somewhere in the .04s.

We are probably watching the MM vs Company tug of war going on the last week or so, and for the next few weeks to come. Once that is done, THAT is when this share price will move.

It may be done tomorrow or maybe two weeks from now, but it is not far off, as far as I can tell.
