Why did Calabria and the president not end the conservatorship earlier all this time knowing that Pres Trump has the power to end it all along? Why did they have to wait for the recent 5th cicuit court ruling in favor of ending NSW before taking action?

This is a 100 Billion dollar question for the Twins?
