Well if you recall, Franky never mentioned that he increase the SS to 7 billion until it was "found and posted here"!

It was after that "finding" when he brought it up on the Con Call and said it was for "mergers, acquisitions and operational needs"!

Franky most certainly snuck that in under the radar at NVSOS.
