LM + BM: What means signing a non-binding agreement?

I only know contract each party signs, so they commit to certain duties.
Meaning, why sign at all?
Yes, I know what a LOI is, but here usually one party states a non binding commitment, i.e. intention only.

Now I read that this non-binding agreement is for for HIV and not cancer?
I guess I have to watch the video then.
