How is asking why they need Solterra thinking small? Apparently Assam is going just fine without it. Everything you write is a bunch of red herrings with no purpose but to obfuscate the fact that Solterra has always been and still is nothing. You can't give even a single reason why it should exist. They didn't need it then and they don't need it now. Clearly they aren't using it now or they wouldn't have let the registration run out. If it had any IP, it would have been part of the JV. That they don't need it doesn't take anything away from India or future prospects. That you are incapable is of acknowledging that there is a world outside of your fantasy narrative is all telling.
