As i read this, this is what i am understanding. The piggyback can only be used if LAHO doesnt go past 4 business days without quatation, and from my understanding laho is suspended for 10 days meaning 10 days without quotation? So i guess they cant use the piggyback. I could be reading it wrong idk.
